While working as an internal/corporate recruiter, we would occasionally allow an agency to help us search for a particularly difficult candidate to find the- "Purple Squirrels". However, while the agency worked to help us find someone, a fire would be lit to hurry up and find someone before the agency did. So as to avoid having to pay the price tag of 30% - 40% of the first year's hiring wage. Not all companies have it in the budget to pay that kind of price tag.
After recognizing this very real issue, we chose to offer a "hire as needed" option. We itemize the work performed, spelling out the hours we're billing for. We then issue an invoice for reimbursement of time and resources.
Companies that do not have a need for a full-time recruiter.
-smaller companies, or companies with low turnover, don't typically need a full-time recruiter. They might just need some extra help here and there.

-We've done contracts for companies as large as Harbor Freight, where we were asked to tier down the hiring process for the store managers throughout the country. We would post job ads, scrub resumes, and do the initial phone screen. This option saved lots off time and took a lot off the plates for the already overwhelmed managers.

-Companies in need of restaffing. For instance, in situations such as, outdoor work. We have aided a company in rebuilding their team of trade people, to build outdoor living spaces. The company is in the North-East and tends to lose a of lot of their employees during the winter months.
We work as recruiters for your company, to aid in finding the staff you need. Whenever possible, we do utilize our own growing pool of candidates. However, we do not hire candidates ourselves, then contract them out to client companies.
